Route 1 Take the 40-hour course

40 hours of life, accident and health insurance, approved by the Department
The Department approves the course itself and publishes a provider search on the DFS Portal.

Route 2 Substitute a year of responsible insurance duties
State exam required

1 year Regularly employed by an insurance company, agent or broker in responsible insurance duties relating to the use of life insurance, accident and health insurance and annuity contracts in the design and administration of plans for estate conservation and distribution, employee benefits and business continuation , completed within 3 years
The employer signs a statement affirmed as true under the penalties of perjury and it is filed with the application. This route replaces the course and not the examination.

Route 3 Substitute a year of duties held before or after armed forces service
State exam required

1 year Regularly employed by an insurance company, agent or broker in responsible insurance duties relating to the use of life insurance, accident and health insurance and annuity contracts in the design and administration of plans for estate conservation and distribution, employee benefits and business continuation. The year falls in the three years before entering the armed forces of the United States, or immediately after discharge, and the application is filed within one year of discharge.
Insurance Law 2104(c)(1)(C). It replaces the course and not the examination.

Route 4 Hold one of the five designations the Department accepts

CLU Chartered Life Underwriter, from The American College
- or
CLUA Chartered Life Underwriter Associate, from The American College
- or
ChFC Chartered Financial Consultant, from The American College of Financial Services
- or
MSFS Master of Science in Financial Services, from The American College of Financial Services
The Department's exemption is from the pre-licensing course. Nothing on its page exempts an applicant from the examination, and Insurance Law 2103(g) makes the waiver of the examination itself discretionary even for the two designations it names.

Route 5 Hold the same line in another state that licenses New Yorkers on the same basis
Exempt from the state exam

Currently licensed for the same line or lines of authority in another state, or applying within ninety days of that license being cancelled in good standing. The other state must grant non-resident licenses to New York residents on the same basis.
Insurance Law 2104(e) exempts this applicant from the examination and from prelicensing education alike.

Route 6 Move to New York holding the line elsewhere and apply within 90 days
Exempt from the state exam

90 days Licensed in another state, established legal residence in New York, and applied within ninety days. It carries over the lines of authority previously held and nothing else.
Insurance Law 2104(e): no prelicensing education or examination is required for a line already held, except where the superintendent determines otherwise by regulation.
