    11 NYCRR 26.4(c): "In order to qualify for a multi-peril crop adjuster's license, an applicant must have received accreditation from the Federal Crop Adjuster Proficiency Program, administered by National Crop Insurance Services, Inc."The subject matter, the length and the pass mark all belong to a private national body, and the superintendent adopts the result by naming it. 26.4(a) prescribes ten independent adjuster examinations against the eleven license types in 26.3, and this is the type left out; PSI publishes no New York crop paper either. The Department's own adjuster page does not mention this license.

A course is required and nobody sells one

The accreditation is the Federal Crop Adjuster Proficiency Program, and National Crop Insurance Services administers it to its own members rather than selling it as a course. No national seller could supply it. No national seller prices a crop product.
