Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, experience or a license already held.

  1. Route 1 Pass the Series 17-70 paper

    State exam required

    Insurance Law 2108(f)(1) requires the written examination and lets the superintendent prescribe its types "according to the kind or kinds of insurance claims which the applicant is to be licensed to investigate and adjust"; 11 NYCRR 26.4(a) is where that power was used, and it prescribes ten of them. The Department is explicit that no prelicensing course is required of an independent adjuster candidate, and the DFS Portal's prelicensing register carries no independent adjuster listing to be approved under. Fingerprints are required. The five certificates of character and the bond that a public adjuster files are not: Insurance Law 2108(d)(3) excepts the independent adjuster from the certificates and the Department says the bond is no longer asked for. 11 NYCRR 26.3(j) draws it as subdivisions (a) through (g) of the same section, so it stops short of the fidelity and surety, accident and health and multi-peril crop types, each of which New York licenses separately.

  2. Route 2 Return from military service having adjusted in New York for five years

    Exempt from the state exam

    • 5 years Served with the armed forces of the United States, having been continuously engaged in bona fide operation in New York as an independent adjuster for the five years immediately before entering that service. The application must be filed within one year after the service ends.

    Insurance Law 2108(f)(2). The license fee is still payable; what the subsection removes is the examination.

  3. Route 3 Apply within two years of holding the license before

    Exempt from the state exam

    • A New York independent adjuster's license held previously, with the application filed within two years of the date it terminated.

    Insurance Law 2108(f)(3) leaves this to the superintendent's discretion and to whatever terms the superintendent prescribes, so it is a waiver that may be granted rather than one an applicant can claim.
