Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a designation already held.

Route 1 Pass the Series 17-58 paper
State exam required
New York asks a consultant for the examination and for no course. Its pre-licensing education page lists twelve lines and their hour counts and this license is not among them, and the Department's own page for it names the examination as the whole of the prelicensing requirement. Insurance Law 2107(a)(1) sets the authority as the kinds of insurance authorized in paragraphs four through twenty-three of Insurance Law 1113(a), which the Department renders on the page as animal, boiler and machinery, burglary and theft, collision, credit, elevator, fidelity and surety, fire, glass, marine and inland marine, marine protection and indemnity, miscellaneous property, mortgage guaranty, motor vehicle and aircraft physical damage, personal injury liability, property damage liability, residual value, title, and workers' compensation and employers liability insurance. A business entity's general consultant license expires on 31 March of even-numbered years; an individual's expires on their own birthday, in an odd or even year according to the year they were born.

This is a waiver of the examination itself rather than of a course, which is the reverse of how the Department's producer designation waivers work: those excuse the hours and leave the paper.
