Insurer's certificate

A certificate filed by the insurer stating that it has satisfied itself the applicant is trustworthy and competent to act as its insurance producer for this purpose, that it has reviewed the employee training program required by NMSA 59A-32A-5(D) and believes it satisfies the statute, and that it will appoint the applicant if the license issues. It is subscribed by an officer or managing agent of the insurer.

A written application signed by the applicant or an officer, listing every location at which the rental car company intends to offer, sell, bind, effect, solicit or negotiate rental car insurance.
NMSA 59A-32A-4, under the Rental Car Insurance Limited Producer License Act, effective 1 July 2001. The licensee is the company rather than a person: 59A-32A-5 makes an employee of a rental car agent a rental car endorsee, authorized to sell under the agent's license and not separately licensed. What a rental car agent may sell is closed by 59A-32A-2(E) and limited to cover incidental to the rental, non-transferable and tied to the car in the rental agreement. There is no examination and no pre-licensing course; the training in 59A-32A-5(D) falls on the endorsees rather than on the applicant, and the insurer rather than the superintendent is the one who has to have read it.
