A written agreement with the insurer, plan or self-insurer whose business the administrator will handle, which NMSA 59A-12A-4 makes necessary before the administrator may act.

An annual report filed with the superintendent, priced separately in the fee schedule at $50.
NMSA 59A-12A-3: no administrator may perform any service, function, duty or activity in an administrative or management capacity respecting insurance, a plan, self-insurance or an alternative to insurance in New Mexico, or on risks located here, unless licensed as an administrator. Subsection B sends the licensing procedure to Article 11, which is the same chapter that licenses producers, and a breach of the section is a misdemeanor carrying a fine of up to $1,000 and forfeiture to the state of everything the violator was paid. The examination is the odd part: 59A-6-1(Y)(3) prices an "examination for license, each examination" at $75, and neither the article nor the Producer Licensing Bureau's rule publishes a syllabus, a vendor or a pass mark for it. The fee schedule charges the business entity $100 to apply and $200 to continue biennially.
