The occasion

A catastrophic loss occurrence. The commissioner issues the license at discretion for a 90-day period, renewable once for another 90 days.

Sponsorship by a licensed public adjuster, under whose direct supervision the temporary sublicensee works and whose agent the sublicensee is. The sponsoring adjuster bears full responsibility that the temporary sublicensee complies with the Act and its rules.

Information the commissioner requires about the temporary sublicensee's competency as a public adjuster, and the sponsor's $10,000 bond under 17:22B-12, which by its own terms covers every sublicensee named in the license and every temporary sublicensee sponsored by the licensee.
N.J.S.A. 17:22B-11(b). The fee is $150 and another $150 to renew for a second 90 days, which is more than the $70 the Department charges for the public adjuster license itself under Bulletin 12-01. 17:22B-11(a) is the other half of the section and a different thing: a licensed firm, association or corporation may apply at any time for a supplemental license naming additional officers, directors or members as ordinary sublicensees, who are not temporary and who sit the examination like anybody else.

No national seller sells a course for this license. The New Jersey products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in New Jersey at all. A temporary sublicensee sits no paper: the sponsor's competency statement stands in for one, so there is nothing to prepare for.
