Negotiates a property claim for the insured. New Jersey examines it, bonds it at $10,000, names every officer or partner who may act under it as a sublicensee, and bars it from soliciting between 6 p.m. and 8 a.m. in the 24 hours after a loss.

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license held in another state.

A written examination the commissioner requires of every individual applicant and every proposed sublicensee, sat remotely from home or a private office or at a PSI test center, at $47. There is no pre-licensing course: New Jersey's course requirement covers Life, Health, Property, Casualty, Personal Lines, Title and Limited Line Bail Bonds, and the public adjuster is on none of those lists.

A $10,000 surety bond executed by the applicant and approved sureties, applicable to the licensee and every sublicensee named in the license, approved as to form by the Attorney General and as to sufficiency of security by the commissioner, and made to the State for the use and benefit of anybody injured by a willful, malicious or wrongful act of the adjuster.

Two passport-size photographs and fingerprints of both hands taken on standard cards by a State or municipal law enforcement agency, from each individual applicant and proposed sublicensee. No license issues to anybody ever convicted of an indictable offense or of any crime involving fraud or dishonesty, and no licensee may employ such a person, unless they hold a certificate under the Rehabilitated Convicted Offenders Act.
N.J.S.A. 17:22B-3 makes the license compulsory and adds the sentence that sets New Jersey apart from the states that license two kinds of adjuster: "The holder of a license under this act may act as an adjuster without any other license."One license covers the trade. 17:22B-4 is the exclusion list and it is unusually specific: an insurer's own employee or representative, a producer designated by the insurer to adjust for a client without compensation, an attorney adjusting as an incident to practice who does not advertise as a public adjuster, a producer who was broker of record on the policy, a producer designated in writing before the loss, and an auto body repair facility adjusting a motor vehicle claim as an incident to its work. 17:22B-6(d) lets the commissioner ask an applicant to show employment by an insurer, an independent adjuster or a public adjuster for a period the commissioner deems reasonable, which is an experience limb held in reserve rather than a fixed one.

17:22B-7(b) is a discretion rather than an entitlement: the commissioner "may, in his discretion and on terms he may prescribe, dispense with the examination" for an applicant holding a substantially similar license in a reciprocating state, or for one who has previously operated a public adjusting business in New Jersey. 17:22B-8 is the third way and it is closed by its own dates: five years as a public adjuster before the Act took effect in 1993, applied for within twelve months of it.
