    No state exam for this license

    The application

    • An application in the form and manner the commissioner prescribes, from an individual or a business entity, and licensure to sell, solicit or negotiate travel insurance through a licensed insurer.

    and a designated responsible producer

    • An employee who is an individually licensed producer, designated as responsible for the limited lines travel insurance producer's compliance with Montana insurance law. That person, the president, the secretary, the treasurer and anybody else directing or controlling the insurance operations have all complied with the fingerprinting requirements of the producer's resident state.

    and a training program for the retailer's staff

    • Each employee and authorized representative of the travel retailer whose duties include offering and disseminating travel insurance receives a program of instruction or training, which the commissioner may review. It has to cover at least the types of insurance offered, ethical sales practices and the disclosures owed to a prospective customer.

    33-17-1402(1) issues the license and draws the line in one sentence: "A person may not act as a limited lines travel insurance producer or travel retailer unless properly licensed or registered, respectively."The retailer is registered rather than licensed and the register belongs to the producer above it, which is Minnesota's, Oregon's, Idaho's and Hawaii's arrangement. There is no examination and no pre-licensing course. 33-17-1402(4) is what a retailer's unlicensed staff may not do: evaluate or interpret the technical terms, benefits and conditions of the cover, advise on the customer's existing insurance, or hold themselves out as insurers, producers or insurance experts. And 33-17-1402(6) hands the whole line to somebody else for free: "A person licensed in property and casualty as an insurance producer is authorized to sell, solicit, and negotiate travel insurance", without needing an insurer's appointment to do it.

Nothing a national seller sells could reach this license. The limited lines travel insurance producer license takes no examination and no course, and the training that does exist is written for the travel retailer's counter staff by the licensed producer above them.
