    The license

    • A business entity insurance producer license, which 33-17-1502(1) says a rental vehicle entity may obtain, applied for at $100 with a $25 quarterly filing fee thereafter.

    and a designated individual producer

    • An individually licensed insurance producer designated as responsible for the rental vehicle entity's compliance with Montana insurance law.

    and trained customer service representatives

    • Every customer service representative trained under 33-17-1503 before presenting rental vehicle insurance information to a renter, supervised by the entity, and listed in an annual report the entity files with the commissioner.

    This one turns on two documents disagreeing about what it is. 33-17-1502(1) says only that "a rental vehicle entity may obtain a business entity insurance producer license", which on Iowa's test reads as a permission somebody already has rather than a license the Department grants. But 33-2-708(1)(b)(vii) names a "resident and nonresident rental car entity producer's license" in the fee schedule, prices the application at $100 and adds a $25 quarterly filing fee that no other producer license carries. A license the legislature prices separately is a license, so it is built on the Department's own schedule with the Code's wording printed on the page. There is no examination and no pre-licensing course; the training at 33-17-1503 falls on the entity's customer service representatives rather than on the applicant.
