The general insurance half of Montana's consultant license, covering everything from property and casualty to surety, marine and title. It is a separate paper and a separate license from the life and disability half, and no Montanan may hold both a consultant license and a producer license.

The examination

The Property and Casualty Consultant examination, two hours, which the commissioner requires to determine the applicant's competency and may contract out to a testing service. Montana's passing score is 75 percent.
and residence, or a state that returns the favor

At least eighteen years old, and a resident of Montana or of another state that lets Montanans act as consultants there. A nonresident whose own state does not license consultants may designate Montana as a home state and qualify as if resident here.
and a background examination

A licensing background examination under 33-17-220, which is fingerprints and a criminal history check sent to the Montana Criminal Records Division.
and a written memorandum before any fee

A written memorandum signed by the party to be charged, setting out the services to be rendered and the amount to be paid. 33-17-511 makes it the condition of being paid at all: a consultant may receive consideration for general insurance advice only on such a memorandum.
33-17-504's second limb is the wider one: general insurance means the kinds authorized at 33-1-206, 33-1-207, 33-1-209 through 33-1-212, 33-1-214 through 33-1-219 and 33-1-221 through 33-1-229, which is thirteen citations against the life half's six. Pearson calls the paper P/C Consultant and gives it two hours, the same as the life and disability paper. Neither carries a pre-licensing course. The Department examines this and the life half separately, which is why they are two files here: Oregon's rule is to ask how the state examines before deciding how many files a family of authorities is, and Montana examines twice.
