Helps Montanans understand and enroll in a qualified health plan on the exchange, without ever selling one. The commissioner certifies it on a federal training course, and the one thing that will get the certification revoked is taking money from an insurer.

The training

A pre-licensing course in whatever the Centers for Medicare and Medicaid Services requires of a certified navigator, or of a recertifying one
and the application and the background examination

At least eighteen years old, an application on the commissioner's form declaring under penalty of refusal, suspension or revocation that its statements are true, a background examination under 33-17-220, and the fees at 33-2-708.
and no money from an insurer

33-17-242(3) forbids the commissioner to certify an individual, organization or business entity receiving financial compensation from an insurer, including monetary or in-kind compensation, gifts or grants, and requires the certification to be revoked if the navigator ever receives it.
33-17-241(1) is the five requirements and the third of them is a course somebody else writes: "has documentation of successful completion of the centers for medicare and medicaid services navigator certification training requirements or navigator recertification training requirements, as applicable". Montana sets no hour count and approves no provider, because it has adopted a federal program by naming it, which is Washington's Crop Adjuster Proficiency Program in a second shape. There is no examination. 33-17-241(3) is the fence and it is unusually long: a navigator may not sell, solicit or negotiate health insurance, may not recommend or offer opinions about a particular plan or say which is better for anybody, may not provide information about a product not offered on the exchange, and may not enroll anybody in a qualified health plan. 33-17-244 has the exchange keep a list of certified navigators and the commissioner make it available on request.

A course is required and nobody sells one
No national seller sells a course for this license. Nothing any of them sells could satisfy the course. Montana takes the federal Centers for Medicare and Medicaid Services navigator training and approves no provider of its own, so there is nothing for a seller to be approved for and no state paper to prepare for.
