A detailed plan of operation, which the statute asks of a provider and of neither of the other two licenses in the chapter

Minn. Stat. 60A.9572, subd. 8 is six findings and none of them is a course or an examination: a detailed plan of operation for a provider; competence, trustworthiness and an intention to act in good faith; a good business reputation with experience, training or education qualifying the applicant for the business; evidence of financial responsibility for a provider or a broker, by surety bond in favor of the State or by a deposit of cash, certificates of deposit or securities in an amount the commissioner sets; a certificate of good standing for a legal entity; and an antifraud plan meeting 60A.9583 for a provider or a broker. The fee is $750 to issue and $250 every year after, and 60A.964, subd. 2 revokes the license automatically for missing it. Subdivision 1 is the territorial test and it is the viator's: no person may operate as a provider "without first obtaining a license from the commissioner of the state of residence of the viator", so a provider anywhere needs this license to deal with a Minnesotan. Hawaii and Washington write the same test the same way. Subdivision 7 makes the license cover a legal entity's named partners, officers, members and designated employees.
