    One of the four circumstances

    • Be the surviving spouse or court-appointed personal representative of a licensed producer who has died or become mentally or physically disabled; or a member or employee of a licensed business entity on the death or disability of an individual named in its application or license; or the designee of a licensed producer entering active service in the armed forces; or a person in any other circumstance where the commissioner considers the public interest best served

    and whatever the commissioner attaches to it

    • A suitable sponsor who is a licensed producer or insurer and who assumes responsibility for everything the temporary licensee does, where the commissioner requires one, together with any limit the commissioner puts on the authority by order

    Minn. Stat. 60K.42 is permissive throughout: the commissioner "may issue" the license, "may by order limit" the authority, "may require" a sponsor and "may by order revoke" it if insureds or the public are endangered. Nothing in it is an entitlement. The 180 days are a ceiling and subdivision 2 supplies a shorter one that is easy to miss: the license "may not continue after the owner or the personal representative disposes of the business", so selling the book ends the license whatever the calendar says. Alabama's temporary producer is once in a lifetime per line and sponsored by an insurer; Minnesota's is tied to a particular book of business and to the event that left it without a licensed producer.
