One license covering both halves of the trade, the broker who places cessions for a ceding insurer and the manager who binds or manages a reinsurer's assumed business. Minnesota reaches both through a producer license rather than through a test.

Minn. Stat. 60A.71, subds. 1 and 2 turn on where the office is, separately for the broker and the manager, and subdivision 4 then issues one thing, "a reinsurance intermediary license", which covers a firm's named members and designated employees or a corporation's named officers, employees and directors. That puts Minnesota with Washington, Oregon, Vermont, Rhode Island, New Hampshire, Maine, Wyoming and Alabama on one license and against Michigan, Alaska, Texas, Virginia and Hawaii on two. Subdivision 2(1) is the one asymmetry: a manager acting for a reinsurer domiciled in Minnesota must hold the Minnesota producer license, with no substantially-similar-state alternative, where the broker gets one. Subdivision 3 lets the commissioner require a bond and errors and omissions cover of a manager only. Subdivision 6 exempts Minnesota attorneys acting in their professional capacity, which is the same carve-out fifteen states here write, Washington and Alabama among them. $200 for the first two years and $150 to renew.
