Route 1 Take the 20-hour course

20 hours of pre-licensing education for the Property line, approved by the Department
The statute rather than a rule sets what is in the twenty hours: an introduction to insurance covering every major line, then the line applied for. Minn. Stat. 60K.36, subd. 4 adds the part that decides who may teach it. The course must not be sponsored by, offered by or affiliated with an insurance company or its producers, which no other state here says, and only a bona fide professional association of producers not acting for an insurer is carved out of that. It may be classroom, verifiable self-study or a mix of the two, and the organization that ran it has to send a certification of compliance in with the license application.

Stat. 60K.36, subd. 4: "If the applicant has been previously licensed for the particular line of insurance in the state of Minnesota, the requirement of a program of studies or a study course must be waived."Must, not may, and the statute puts no clock on it at all, which is unusual: Connecticut gives one year for the same idea and its public adjuster two. It waives the course and not the examination, which subdivision 1 requires of every resident applicant unless subdivision 2 or section 60K.40 exempts them, and neither reaches this.

Minn. Stat. 60K.36, subd. 4a(6) lists these and no others for this line. The exemption is from the prelicensing program and not from the examination. The three lists are word for word the ones Wisconsin puts in s. Ins 26.04(2), including the same Registered Employee Benefits Counselor rather than Consultant, so a producer moving between the two states meets the same test twice.

90 days of the cancellation of another state's license for the Property line, or hold it there now, with that state certifying good standing at cancellation or the NAIC Producer Database showing it
Minn. Stat. 60K.40, subd. 1 asks neither prelicensing education nor an examination. It has two limbs and the first is the wider one: the applicant is either currently licensed in the other state, in which case no clock runs at all, or applies within ninety days of that license being cancelled. Connecticut's equivalent carries only the ninety-day limb.
