Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state, moving here already licensed or a designation already held.

The Minnesota adjuster examination for each line of authority applied for, which Minn. Stat. 72B.041, subd. 4 says must test the lines applied for, the duties and responsibilities of an independent or public adjuster, and the insurance laws and rules of this state

Minn. Stat. 72B.041, subd. 1(a) is five findings and none of them is education: eighteen or older, eligible to designate Minnesota as a home state, trustworthy and reliable and of good reputation, no ground for refusal under 72B.08, the examination passed for the lines applied for, and the fees. Minnesota puts no hours and no experience bar on an adjuster at all, which separates it from Washington, Hawaii and Idaho, where the qualifying sentence asks for experience or special education or training of sufficient duration to make the applicant competent. The fee is $50 to issue and $50 to renew under subdivision 9.

Route 2 Hold this license in another state now, or have held it in the last 90 days

90 days of the expiry of another state's adjuster license for the same lines of authority, granted there on an adjuster examination, or hold it there now, with that state certifying good standing or the NAIC producer database showing it
Minn. Stat. 72B.041, subd. 5(a). The exemption is only from the prelicensing examination and it is conditioned twice: the other state's license must itself have been granted on an adjuster examination, and the certification must be of a license carrying the same line of authority applied for here. A separate section, 72B.05, is the nonresident license rather than this, and it carries a condition worth reading: a Minnesota nonresident adjuster license terminates and must be surrendered the moment the home state license does.

90 days of establishing legal residence in Minnesota, having held an adjuster license in the previous state that was granted there on an adjuster examination
Minn. Stat. 72B.041, subd. 5(b) makes the ninety days a duty rather than a window: a person licensed as an adjuster elsewhere on an examination who establishes legal residence here "must make application within 90 days to become a resident adjuster licensee", and the examination is waived when they do.

Route 4 Hold the federal crop loss adjustment certification, for the crop line only

the loss adjustment training curriculum and competency testing required by the Federal Crop Insurance Corporation Standard Reinsurance Agreement, from the Federal Crop Insurance Corporation
Minn. Stat. 72B.041, subd. 5(d) reaches the crop line of authority only, and it accepts either of two federal things: the National Crop Insurance Services Crop Adjuster Proficiency Program, or the loss adjustment training curriculum and competency testing the Federal Crop Insurance Corporation Standard Reinsurance Agreement requires. This is the fifth state in five days to meet that program and the fifth description of it. Washington called it pre-licensing education in its own words, Hawaii called it a card, Wyoming said it bypasses the exam, Maine accepted it without naming it, and Minnesota is the only one of the five to name the Standard Reinsurance Agreement alternative alongside it. Minnesota calls it neither a course nor a card, so no course requirement is recorded for it here.
