    DIFS states the qualification by pointing at the code: only a person licensed under Chapter 19 and Chapter 12 of the Michigan Insurance Code may solicit insurance, bind coverage or otherwise act as an agent or broker in the transaction of surplus lines insurance, complying with MCL 500.1204 to 500.1206 or 500.1206a. DIFS's pre-licensing exclusions page settles the course question in a sentence: "Candidates are not required to complete PE if they are obtaining a license for Limited Lines P & C, Title, Adjuster, Counselor, or Surplus Lines."MCL 500.1204(2) forbids examining a producer who has not completed a registered program, and it does not reach this license. The state sets a Surplus Lines Producer paper of its own, sixty items at seventy-seven percent, which is the highest cut score of any Michigan producer paper. Continuing education still applies once licensed, and the state licenses the agency separately from the producer at the same $110 fee.
