The Michigan Solicitor license

Solicitor

A producer’s licensed helper, sponsored by exactly one Michigan producer or agency and appointed by nobody. It is the only license Michigan added here that needs the pre-licensing coursework, and it sits the producer’s own examination.

Course

No count

A course is required and the regulator publishes no hour count for it.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. They are listed in full because the course is only the first of them.

  1. Route 1 Complete the pre-licensing coursework and pass the examination

    State exam required

    • A pre-licensing course in property and casualty pre-licensing education for the qualification sought, approved by the Department

It is the one Michigan license outside the five major producer lines that carries a course, and two documents agree on it. Its own page lists "Complete required Pre-licensing Education coursework" as a step, pointing at the pre-licensing page for property and casualty applicants, and DIFS's pre-licensing exclusions page lists the licenses that do NOT need it, Limited Lines P & C, Title, Adjuster, Counselor and Surplus Lines, and the solicitor is not among them. MCL 500.1204(2) is what gives that teeth: Michigan forbids examining an applicant who has not completed a registered program, so here the register decides whether a course counts at all rather than what may be said about one. The hour count is the producer's for the qualification sought and is not stated separately for a solicitor, so this site carries no figure of its own. The examination is the producer's too: Michigan's cut score table has no solicitor paper, it has Property Producer/Solicitor, Casualty Producer/Solicitor and Property and Casualty Producer/Solicitor. The same designation and college-credit waivers that excuse a producer's pre-licensing education apply, since they are written to the examination rather than to the license.

  2. Route 2 Be sponsored by one producer or agency

    State exam required

    • A licensed resident Michigan insurance producer or agency sponsoring the solicitor for property, casualty, personal lines, limited lines property and casualty, crop, surety and fidelity, travel and/or title qualifications; only one active sponsor at a time

The sponsorship is not a formality and it is not an alternative to the examination, it is a second condition that has to hold alongside it. A solicitor may be sponsored by only one active producer or agency at a time, cannot be appointed by an insurance company at all, and may solicit or procure applications only for the insurers that have appointed the sponsoring producer or agency. And a solicitor cannot bind coverage, which is the line between this license and the producer's.

A course is required and nobody sells one

No national seller sells a course for this license. There is nothing sold as a solicitor product, and the reason is that there is nothing separate to sell: the coursework and the examination are the producer's, so what a solicitor buys is a Property, Casualty or Property and Casualty producer package. Those are on the producer pages, and unlike everything else on this state's new licenses they do have to come from a program on Michigan's register.
