    Michigan requires a pre-licensing education program of its producers and MCL 500.1204(2) forbids examining anybody who has not completed a registered one, which makes this the one state on this site where the register decides whether a course counts rather than what may be said about it. It does not reach this license. DIFS answers it in a sentence on its own pre-licensing exclusions page: "Candidates are not required to complete PE if they are obtaining a license for Limited Lines P & C, Title, Adjuster, Counselor, or Surplus Lines."One license carries one or more of three qualifications, life, accident and health, and property and casualty, and the state sets a paper for each: Life Counselor at a hundred and ten items and eighty percent, Accident & Health Counselor at a hundred and ten and eighty-two, and Property and Casualty Counselor at a hundred and fifty and eighty. Those are the three highest cut scores Michigan publishes for any insurance examination, producer papers included, which is the clearest thing the state says about what this license is for. What only a counselor may do is worth reading before deciding whether it is needed: audit or abstract policies or annuities; give advice, counsel or opinion on the benefits, coverage, terms, value, effect, advantages or disadvantages of a policy or annuity; and advertise or hold out as an insurance counselor or use the words "consultant" or "consulting services". A Michigan attorney may counsel insurance without this license but may not hold out as a licensed counselor. A non-resident must already be licensed as a life, accident and health, or property and casualty counselor in a state that required an examination.
