The registration

Registration with the Commissioner before acting as or representing itself as a viatical settlement provider, with the $1,000 fee. There is no examination, no course and no producer license underneath it, which is what separates the provider from the broker here.
and the antifraud plan

An antifraud plan under Md. Code, Insurance 27-804, reasonably calculated to detect, prosecute and prevent fraudulent viatical settlement acts, filed with the Commissioner. Within 30 days of instituting or modifying one the provider notifies the Commissioner in writing and sends a copy to the Insurance Fraud Division. The plan is privileged and confidential and is not a public record.
Md. Code, Insurance 8-603(a) requires the registration and the Administration's own page carries the antifraud plan requirement and its checklist. The $1,000 initial fee is the largest single charge on Maryland's licensing table, four times the third party administrator's $250 and twenty times the public adjuster's $50, and it renews at $50, which is the steepest drop between an initial and a renewal figure on the table.
