The Maryland Credit license

Limited line credit insurance in Maryland, renamed from Credit Products in 2021. It is the one line in this state that still requires a course: the 2024 repeal took the general pre-licensing requirement and left this one standing, and the course comes from the insurer rather than from a school. There is no examination for it.

    • A pre-licensing course in limited line credit insurance, provided by an insurer that sells, solicits or negotiates it and designed to give a comprehensive and accurate explanation of the product

    Md. Code, Insurance 10-104(f)(1) and 10-105(e)(1), and the wording is what makes this different from every other credit line in this phase. Elsewhere the statute obliges the INSURER to provide a program of instruction and stops there, which is a duty on a company. Maryland writes it as a condition on the person being licensed: "the applicant shall complete successfully a program of instruction" provided by an insurer that sells the product and designed to give a comprehensive and accurate explanation of it. The insurer then keeps the materials and the list of everybody who passed for at least five years and produces them to the Commissioner on request. 10-104(h) and 10-105(g)(2)(i) excuse the same applicant from the examination, so this line is a course and no test where the rest of Maryland is a test and no course. The Code sets no hour count for the program, so there is no figure to show: the standard is the explanation being comprehensive and accurate rather than any length. Bulletin 24-19 repealed the general pre-licensing requirement with effect from 2024-10-01 and did not touch these two subsections.

A course is required and nobody sells one

The Maryland products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in Maryland at all. Maryland asks for no course here and its examination vendor gives no paper for this license, so there is nothing to sell.
