Three provisions have to be read together for this to be a sourced zero rather than a gap. 806 KAR 9:025 Section 1(1)(a) excepts this line from the prelicensing course outright, Section 2(3)(g) states that no examination is required for it, and KRS 304.9-030(3) requires a resident applicant to hold an active life line of authority. So the course and the examination are the Life line's, sat once, and this line is added to a license that already carries it.
