Negotiates the sale of a life policy on behalf of the person insured under it. It is one of only two Kentucky licenses that asks for a prelicensing course, and at forty hours it asks for twice what an agent's line of authority does.

806 KAR 9:310 Section 1(2) is the requirement and it is asked of the broker alone: an individual seeking a life settlement broker license shall have completed a forty hour life settlement prelicensing course of study approved by the commissioner and have passed a life settlement examination in accordance with 806 KAR 9:025. Section 1(1) is what the broker shares with the provider: at least twenty-one years of age, the NAIC Individual Insurance Producer License Application on Form 8301 or the electronic Uniform Application through NIPR, the nonrefundable fee, and financial responsibility in the amounts KRS 304.15-700(5) sets. Section 3 adds a criminal background check report obtained through the Kentucky Administrative Office of the Courts for a resident. Once licensed, Section 4 asks twenty-four hours of continuing education including a minimum of three in life insurance.

Route 2 Already hold a life line of authority and file a notification
Exempt from the state exam

a Kentucky resident or nonresident insurance agent license carrying the life line of authority
806 KAR 9:310 Section 2, which implements KRS 304.15-700(2)(b). An agent already holding a life line of authority may act as a life settlement broker without this license, and then has thirty days from first acting to file an electronic Individual Uniform Notification through NIPR, remit the same nonrefundable $250, and carry financial responsibility in the amounts KRS 304.15-700(2)(d) sets. It is a route that skips the forty hours and the examination entirely, and the reason is that a life agent has already sat one. The continuing education does not skip: Section 4 puts the same twenty-four hours on an agent operating as a life settlement broker as on a licensed broker.
