More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. They are listed in full because the course is only the first of them.

  1. Route 1 Take the 20-hour course

    State exam required

    • 20 hours of prelicensing course of study for the Health line of authority, approved by the Department , completed within 1 year

    The figure is in the statute as well as the regulation, which is unusual: KRS 304.9-105(1)(e)1.a.i asks for forty hours for life and health, forty for property and casualty, or twenty for each line of authority, as applicable, and 806 KAR 9:025 Section 1(1) repeats it word for word. Twenty is the per-line case and a second line makes it forty. The course, the provider and the instructor are each approved by the commissioner before the course may be offered, the completion certificate is Form CPL-01, and the course expires one year after it is completed. The examination for this line is a health examination, and the pass mark is 70 percent.

  2. Route 2 Pay the renewal fee within 12 months of letting the license lapse

    Exempt from the state exam

    • a Kentucky agent license carrying the Health line of authority, allowed to lapse

    KRS 304.9-170(1). The renewal fee has to reach the Department within twelve months of its due date and a penalty of double the unpaid fee applies. The Department then issues the license with the same lines of authority the lapsed one carried.

  3. Route 3 Have held the same Kentucky line within the last 12 months

    Exempt from the state exam

    • a similar Kentucky license covering the Health line of authority, held within the twelve months before applying

    KRS 304.9-170(2). A temporary license does not count, and neither does one the commissioner revoked or suspended for anything other than missing continuing education.

  4. Route 4 Hold the same line in another state

    Exempt from the state exam

    • a producer license carrying the Health line of authority in another state

    KRS 304.9-170(4). Either the other state's license is current, or the application reaches Kentucky within ninety days of its cancellation and the other state certifies that the applicant was in good standing at that point. The NAIC database standing counts as that certification.

  5. Route 5 Move to Kentucky and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as a resident producer in another state within the last twelve months, carrying the Health line of authority there, and applying within ninety days of establishing legal residence in Kentucky.

    KRS 304.9-170(5). It is written as an exemption the commissioner may narrow by regulation, and no regulation narrowing it is in 806 KAR 9:025.

  6. Route 6 Hold a Kentucky consultant license for the same line

    Exempt from the state exam

    • a Kentucky consultant license covering the Health line of authority, current or held within the last twelve months

    KRS 304.9-170(6). The consultant license itself is issued in two categories only, property and casualty or life and health, so which producer lines it reaches follows the category it was issued in. It does not help if the consultant license was revoked, suspended or refused continuation for anything other than a lapse in financial responsibility.

  7. Route 7 Return from working at the Department of Insurance

    Exempt from the state exam

    • a Kentucky license carrying the Health line of authority, surrendered in order to take a job at the Department of Insurance

    KRS 304.9-170(7). The relicensing application has to be made within twelve months of the day that employment ends.
