The Kentucky Consultant license
Consultant
Advises Kentuckians on insurance and annuity contracts for a fee rather than selling them for a commission. It is the one Kentucky license here that cannot be reached from a standing start at all: five years of licensed agent experience come first, and the license is issued in property and casualty or in life and health, qualified for separately.

5 years Actual experience as a licensed agent with respect to the kinds of insurance and contracts the consultant license is to cover.
KRS 304.9-320(1) sets the five years, a written examination, and thorough knowledge of the contracts to be covered. No prelicensing course appears anywhere in it or in 806 KAR 9:025 Section 4, which lists the consultant application as the NAIC form, a background check, the fee and the examination. The pass mark is 70 percent. A consultant also files proof of liability insurance or a deposit under KRS 304.9-330, and holding the license is itself a waiver of the prelicensing course and examination for the same lines on an agent license.
