Buys a life insurance policy from the person insured under it. Kansas prices this at ten times what it charges the broker who arranges the same transaction, and asks the provider for a detailed plan of operation that it does not ask the broker for.

Experience, training or education such as to be qualified in the business the license is applied for, with a good business reputation; the statute names all three and puts no number on any of them
K.S.A. 40-5003(h) is the finding list and it names education without measuring it: the Commissioner must find that a provider has given a detailed plan of operation, is competent and trustworthy and intends to act in good faith, "has a good business reputation and has had experience, training or education so as to be qualified in the business for which the license is applied for", has filed a certificate of good standing where it is a legal entity, and has an anti-fraud plan meeting 40-5012(g). No hours, no subjects, no approved course. The application fee is nonrefundable and capped at $1,000 and the annual renewal at $500; the broker's equivalents are $100 and $50. A license issued to a legal entity authorizes all its partners, officers, members and designated employees, and every one of them has to be named in the application.
