The Kansas Travel license

Travel insurance in Kansas, and the statute enumerates it: a cancelled trip or event, lost baggage or personal effects, damage to accommodations or rental vehicles, sickness, accident, disability or death during travel, emergency evacuation, repatriation of remains, and anything else the commissioner approves. A major medical plan for a trip of six months or longer is not travel insurance.

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by applying for it with no examination anywhere, a license already held, a license held in another state or moving here already licensed.

Route 1 Apply for the line; Kansas gives no travel paper

Pearson VUE runs every Kansas insurance examination and its July 2026 candidate handbook lists eleven papers, nine single and two combinations, and none of them is Travel. The handbook says so in its own words as well: "Travel, Self-Service Storage, Excess/Surplus Lines and Viatical Settlement Broker licenses do not require separate specific licensing examinations."This page said until 2026-08-20 that the examination reaches the travel line, on a reading of K.S.A. 40-4908(a)(2), which waives the examination for a travel agent selling to people buying common carrier transportation tickets and only as to ticket policies, health or accident, and baggage insurance tied to those tickets. A narrow waiver is not evidence that the examination exists. There is no Kansas travel paper to be waived from and no Kansas travel paper to sit.

K.S.A. 40-4908, and note how it is drafted: the Producer Licensing Model Act writes these exemptions as a list of people no examination is required of, and Kansas writes the same exemptions as a duty on the regulator, "the commissioner shall waive examinations for". Subsection (a)(3) is the one most likely to apply to somebody coming back: the applicant held a Kansas license for the class being applied for, VOLUNTARILY SURRENDERED it not more than two years before the application, has satisfied the educational requirements for the current licensing period, and the commissioner is satisfied they are trustworthy and competent. A license that lapsed rather than being surrendered, or that was taken away, is not this route.

Subsection (a)(1) covers somebody previously licensed for the same lines of authority in another state, while that license is current or if the application arrives within 90 days of its cancellation with good standing certified by the other state or shown in the NAIC producer database.

Subsection (b) covers moving here: somebody licensed as an agent in another state who moves to Kansas shall apply to become a resident licensee within 90 days of establishing legal residence, and no person previously authorized for any line of authority shall be examined here for the same line except as the commissioner requires by rule and regulation.
