an administrator license in a home state that has adopted a law governing administrators substantially similar to the Kansas act
K.S.A. 40-3813. The uniform application, a letter of certification or an NAIC database check in its place, $400 to apply and $200 biennially to renew with a statement that the home state license is still in force. Two things are worth reading twice. Subsection (b) is a flat bar rather than a discretion: no license at all if the home state's law is not substantially similar. And subsection (g) is a threshold below which no Kansas license is needed, administering a group policy where no more than 20 percent of the covered persons across all the administrator's plans live in Kansas AND fewer than 100 covered persons live here, both limbs at once.
