Written authority from the Commissioner to sell the stock of an insurance company or a health maintenance organization. It is the one license in the Kansas Insurance Code whose fee the statute makes somebody else pay: the company requesting it, not the person receiving it.

A written appointment by the president or secretary of the insurance company or health maintenance organization whose stock the applicant intends to sell, which must be in hand before the application is filed
K.S.A. 40-205a(a). The order of operations is written into the section: "Such applicant shall FIRST be appointed in writing by the president or secretary of the company for which such applicant intends to sell stock."Then the written application, then sworn answers to the Commissioner's interrogatories. There is no examination and no course. The fee is capped at $100 and the last sentence of the subsection says who settles it: it "shall be paid to the commissioner of insurance BY THE COMPANY requesting such license". The section dates from 1931 and its fee was made a commissioner-set cap published annually in the Kansas register by L. 2025, ch. 87.
