The Kansas Excess Coverage license
Excess Coverage
Places fire and casualty risks, or reinsurance, with nonadmitted insurers on the Commissioner's eligible list, for insureds whose home state is Kansas. The statute is headed "excess coverage license", its own first sentence calls it an excess lines coverage license, and K.S.A. 40-246g calls the holder a surplus lines producer. Three names, one license.

K.S.A. 40-246b(a): "the commissioner of insurance may issue an excess lines coverage license to any licensed property and casualty agent of this state or any other state."Pearson VUE's July 2026 candidate handbook says the same from the other side, "Excess Lines licensees must hold a Property and Casualty Producer license", and names this among the four licenses that "do not require separate specific licensing examinations". The application costs $50 and the license renews every 1 May for another $50. What replaces an examination is an annual affidavit: by 1 March each year the licensee swears that after diligent effort the cover could not be placed with an admitted company, and 40-246b(b) closes the obvious loophole in one line, "Mere rate differential shall not be grounds for placing a particular risk with a nonadmitted insurer when an admitted insurer would accept such risk at a different rate."
