Auto Rental Agency Insurance
Sells insurance at the rental counter, at the point of delivery of a vehicle, or by preselection in a corporate rental agreement, and only in connection with and incidental to the rental of a motor vehicle. K.S.A. 40-241 issues it as a subclassification of casualty and allied lines rather than as a line of authority of its own, which is why it is not among the thirteen at 40-4903.

A training program the auto rental agency itself conducts for each representative it employs, giving instruction on the kinds of insurance coverage the agency offers. K.S.A. 40-241 puts the duty on the agency rather than on the applicant and sets no hours, no syllabus and no approval; the person at the counter is not the licensee.
K.S.A. 40-241: "An insurance license may be issued as a subclassification of casualty and allied lines to any auto rental agency."Five categories are permitted and no more: personal accident insurance covering risks of travel, motor vehicle liability, personal effects for renters and other occupants, roadside assistance and emergency sickness protection programs, and any other travel or auto-related cover offered in connection with and incidental to the rental. Three conditions run with it: the rental period may not exceed 90 consecutive days, brochures explaining the cover must be available to prospective renters, and the renter must be told clearly that the cover may duplicate insurance they already hold, that buying it is not a condition of renting, and how to claim. The training is a duty the statute puts on the agency rather than on the applicant: "Auto rental agencies employing representatives shall conduct a training program for each representative, providing instruction on the kinds of insurance coverage offered by the agency."No length, no syllabus, no approval. The training here belongs to the rental company to give its own counter staff, and the statute sets no hours and no syllabus for it. No school can sell it and Kansas gives no auto rental paper, so there is nothing to sell.
