  1. Route 1 Satisfy the Commissioner on plan, character and reputation

    No state exam for this license

    • A detailed plan of operation; competence, trustworthiness and an intention to act in good faith; a good business reputation and experience, training or education qualifying the applicant for the business; and an antifraud plan under Iowa Code section 508E.15(7)

    Iowa Code 508E.3(5), which is four findings the Commissioner makes after investigating the applicant. No examination and no course, and the qualification limb asks for experience, training OR education without setting an hour count against any of them. 508E.3(4) lets the Commissioner require the identity of every stockholder, partner, officer, member and employee, and refuse the license if anybody who may materially influence the applicant's conduct falls short. The term is three years. The Division adds two operating duties the statute's licensing section does not: an annual statement by 1 March under 508E.6 and Iowa Administrative Code rule 191-48.7, and, since 2021, filing everything electronically through OPTins rather than on paper.
