The Iowa Vehicle Rental Company license
Vehicle Rental Company
The limited license the rental company itself holds. Most rental licenses here cover the counter staff under the company’s own, and California and New Mexico license the counter agent instead of the company. Iowa is the only state that licenses both ends.

A rental company in the business of providing vehicles for private passenger transportation under rental agreements of no more than ninety days, applying in writing over an officer’s signature and listing every rental location where it intends to conduct business
Iowa Code 522A.3(1) and (2), and it opens "notwithstanding the provisions of chapter 522B", which is the producer chapter: this license sits outside the producer scheme rather than inside it. No examination of the company and no course. The location list is a live duty rather than a filing: an updated list goes to the Commissioner within thirty business days of any change. 522A.3(4) draws the boundary in five categories, personal accident, liability, personal effects, roadside assistance and any other travel or vehicle related coverage, and 522A.3(8) voids the whole authority for any offer or sale not in conjunction with a rental agreement. 522A.3(5)(d) is the one Iowa adds that the neighboring states do not: the company may not pay an employee a fee, compensation or commission dependent solely on selling the insurance.

No national seller sells a course for this license. There is no examination and no course for the company. The examination in chapter 522A falls on the counter employee rather than on the licensee, and that license has a page of its own.
