The Iowa Staff Adjuster license

Staff Adjuster

The same work as an independent adjuster, done by somebody an insurer employs directly. Iowa is one of two states here where the license is optional, and the only one whose Code says so outright: 522C.4(2)(a) exempts a staff adjuster from needing one, and the Division licenses anybody who wants one anyway.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

  1. Route 1 Pass the examination

    State exam required

    Iowa Code 522C.8(1)(a): an individual applying for a license under this chapter shall pass a written examination unless exempt under 522C.9, and the examination tests the duties and responsibilities of an adjuster and Iowa's own insurance laws and rules. There is no course anywhere in the chapter. Chapter 522C was stricken and rewritten by 2025 Acts, ch 28, with effect from 2025-07-22, so this is the current shape rather than a long-standing one. The result keeps for ninety calendar days under 522C.8(4), and 522C.8(3) puts no cap on re-sitting it beyond the fee. Read 522C.4(2)(a) before applying, because it says a license as an adjuster shall not be required of a staff adjuster, while adding that staff adjusters comply with every other provision of the chapter except the financial responsibility at 522C.7. The Division puts it in one sentence: staff adjuster licensing is optional in the state of Iowa. What it asks of somebody who wants one anyway is proof of employment, a pay stub or a letter on company letterhead signed by an authorized representative. 522C.2(21) is the definition and it turns on the employer: a person directly employed by an insurer or self-insurer to investigate, negotiate or settle property, casualty or workers compensation claims. 522C.8(1)(b) is the part with no parallel anywhere else on this site: an individual applying for an adjuster license and an appraiser license under chapter 522F at the same time may sit ONE joint examination covering both, pay one fee, and be licensed as both.   2. Route 2 Apply as a nonresident having sat an Iowa-specific examination elsewhere

    Exempt from the state exam

    • a previous adjuster license in another state whose examination included Iowa-specific statutes and administrative rules

    Iowa Code 522C.9(1), and it turns on the CONTENT of the other state's paper rather than on the license itself: the exemption reaches somebody who was previously licensed in a state whose examination included Iowa-specific statutes and administrative rules. A neighboring state's ordinary adjuster examination does not qualify.

  3. Route 3 Move to Iowa and apply within ninety days

    Exempt from the state exam

    • 90 days Currently licensed as an adjuster in the state relocated from, whose examination included Iowa-specific statutes and administrative rules, with that state certifying good standing and the producer database showing it

    Iowa Code 522C.9(2), and all three of its conditions have to hold together: the applicant is currently licensed in the state relocated from, that state certifies the applicant licensed and in good standing, and the producer database or NAIC records show the same. The application has to arrive within ninety calendar days of establishing legal residency, and the other state's examination has to have covered Iowa-specific law.
