Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

Route 1 Pass the examination
State exam required
Iowa Code 522C.8(1)(a): an individual applying for a license under this chapter shall pass a written examination unless exempt under 522C.9, and the examination tests the duties and responsibilities of an adjuster and Iowa's own insurance laws and rules. There is no course anywhere in the chapter. Chapter 522C was stricken and rewritten by 2025 Acts, ch 28, with effect from 2025-07-22, so this is the current shape rather than a long-standing one. The result keeps for ninety calendar days under 522C.8(4), and 522C.8(3) puts no cap on re-sitting it beyond the fee. 522C.2(18) defines the public adjuster by whose side they are on and by the kind of claim: acting for or aiding an insured in negotiating or effecting the settlement of a first-party claim for loss or damage to the insured's own real or personal property. Two things sit alongside the examination. Evidence of financial responsibility from an insurer authorized to act as a surety is required under 522C.7, and the Division publishes the list of authorized sureties along with a checklist and attestation. And under 522C.10 a public adjuster shall not provide services to an insured at all until a written contract has been executed on a form filed with and approved by the Commissioner, headed as a public adjuster contract and carrying the adjuster's own license number. 522C.8(1)(b) is the part with no parallel anywhere else on this site: an individual applying for an adjuster license and an appraiser license under chapter 522F at the same time may sit ONE joint examination covering both, pay one fee, and be licensed as both. Iowa Code 522C.9(1), and it turns on the CONTENT of the other state's paper rather than on the license itself: the exemption reaches somebody who was previously licensed in a state whose examination included Iowa-specific statutes and administrative rules. A neighboring state's ordinary adjuster examination does not qualify.

90 days Currently licensed as an adjuster in the state relocated from, whose examination included Iowa-specific statutes and administrative rules, with that state certifying good standing and the producer database showing it
Iowa Code 522C.9(2), and all three of its conditions have to hold together: the applicant is currently licensed in the state relocated from, that state certifies the applicant licensed and in good standing, and the producer database or NAIC records show the same. The application has to arrive within ninety calendar days of establishing legal residency, and the other state's examination has to have covered Iowa-specific law.
