-
A written application signed by the applicant or an officer, and a certificate subscribed by an officer or managing agent of the named insurer stating that the insurer is satisfied the applicant is trustworthy and competent and will appoint the applicant as its agent
Iowa Code 522E.3 and 522E.4(1). No examination and no course: what stands in for both is a named insurer's certificate that it is satisfied the applicant is trustworthy and competent. The license authorizes the licensee and its endorsees to offer portable electronics insurance in connection with and incidental to selling portable electronics or the accessories and services that go with them. The fee at 522E.4(1)(c) is the only one on this site written as a lesser-of: fifty dollars per endorsee at a location or five hundred dollars per location, whichever is less, for a three-year term, with a five thousand dollar ceiling for a vendor with multiple locations.

No national seller sells a course for this license. There is no examination and no course, and no individual to sell one to: the licensee is the vendor, and Iowa Code 522E.4(1)(b) puts a named insurer's certificate of trustworthiness and competence where an examination would otherwise sit.
