The Division names four things and no course among them: a completed application for an Iowa Navigator License, a copy of the Federal Marketplace Certification, proof of passing the Navigator examination through Pearson VUE, and the fee, paid by check or money order to the Division rather than through NIPR. Iowa Administrative Code chapter 85 is the rule. The affiliation is not a formality: the Division states three separate times, under licensing, renewal and reinstatement, that all active Iowa navigators must be currently affiliated with a navigator entity holding a current federal navigator grant. There is a continuing education requirement and it is the rule's rather than the statute's.

No national seller sells a course for this license. The examination is the federal marketplace's world rather than the insurance-licensing market's, and no seller here carries a navigator product for any state. The Division's own route runs through the Federal Marketplace Certification and a Pearson VUE navigator paper.
