The register of retailers

A register, on a form the Director prescribes, of every travel retailer offering travel insurance on the entity's behalf, kept and updated continuously and submitted to the Director annually. It carries each retailer's name, address and contact information, an officer or person who directs or controls its operations, and its federal tax identification number, and the entity certifies that the retailer's personnel comply with 18 U.S.C. 1033.

One employee designated as a licensed individual producer, the designated responsible producer, answerable for the entity's compliance and for its travel retailers' compliance with Illinois travel insurance law.

Every employee and authorized representative of the travel retailer whose duties include offering and disseminating travel insurance receives a program of instruction or training, subject to review by the Director, containing at a minimum the types of insurance offered, ethical sales practices and the required disclosures. It is the entity's duty rather than the applicant's qualification.
215 ILCS 5/1635(a) issues it as a producer license under 500-35(a)(6) and lets any employee of the entity act individually on its behalf and under its supervision. 1635(h) is the sentence the arrangement rests on: "As the insurer designee, the travel insurance business entity is responsible for the acts of the travel retailer that is registered under its license." 1635(e) fences the unlicensed retailer's staff: they may not evaluate or interpret the technical terms, benefits and conditions of the cover, may not advise on a prospective purchaser's existing cover, and may not hold themselves out as a licensed insurer, producer or insurance expert. And 1635(j) makes the license unnecessary for anybody who already has a major line: "Any person licensed in a major line of authority as an insurance producer is authorized to sell, solicit, and negotiate travel insurance", with a property and casualty producer not even needing an appointment.

No national seller sells a course for this license. There is no examination and no pre-licensing course: the qualification is a register, a designated responsible producer and a training program the entity writes for somebody else's staff.
