A registration rather than a license, and the only instrument on the Illinois schedule whose fee the statute leaves entirely to the Director. It has sat in the Code since 1982 and the Department still lists it beside the licenses.

    The registration

    • All third party prescription programs and administrators doing business in Illinois register with the Director of Insurance, on criteria the Director sets by rule. 215 ILCS 5/512-4 is four sentences long and names no requirement of its own beyond registering.

    and the fiduciary account and the bond

    • A fiduciary account established and maintained under 215 ILCS 5/512-5, and a bond on the form the Department publishes, attached to the NIPR warehouse at the time of application.

    215 ILCS 5/512-4: "The Director may by rule establish an annual registration fee for each third party administrator."The Department's own fee schedule prices it at $50, which is the figure the rule arrived at. 512-11 lets the Director examine any applicant or holder of the registration. There is no examination of the applicant and no course. Article XXXI 1/2 dates from P.A. 82-1005 and the section has not been amended since.
