The disclosure at every location

Brochures or other written materials readily available at every rental location where agreements are executed, summarising the material terms and naming the insurer, disclosing that the cover may duplicate the renter's own motor, homeowner or personal liability policy, stating that buying it is not required in order to rent a vehicle, and describing how to claim. Evidence of cover goes in the rental agreement of every renter who buys.
and the training the company gives

The rental company conducts a training program in which the employees being trained receive basic instruction about the kinds of cover the section allows. It is the company's duty rather than the applicant's qualification, and the person at the counter is not the licensee: 500-105(d) authorizes any employee to act individually on the licensee's behalf and under its supervision.
215 ILCS 5/500-105(a) lets a rental company sell five categories incidental to renting a vehicle: personal accident cover for renters and occupants, liability including uninsured and underinsured motorist, personal effects, roadside assistance and emergency sickness programs, and any other travel or auto-related cover offered with the rental. 500-105(b)(2) caps the rental period at 30 consecutive days. 500-105(c) is the unusual one: "Car rental company franchisees must apply for a car rental limited line license independent of the franchisor", so a chain does not cover its franchisees the way a portable electronics vendor covers its locations. There is no examination, under 215 ILCS 5/500-100 and the Department's own fee schedule, and no pre-licensing course.
