Chapter 18 licenses two trades under one name and the District prices them apart. D.C. Code 31-1802(a) reaches the reinsurance broker: nobody may act as one while keeping an office in the District unless licensed as a broker here, and nobody may do it from an office in another state unless licensed here, licensed in a state with a substantially similar law, or licensed here as a nonresident reinsurance intermediary. Section 31-1802(d)(1) is the granting sentence and it is wide: a license issued to a firm authorizes every member and any designated employee, and one issued to a corporation authorizes every officer and any designated employee or director, each named in the application. DISB adds what the statute leaves out. Its producers page puts this authority beside the managing general agent's, requires a producer license underneath, and asks every applicant for a $100,000 bond and $1,000,000 of errors and omissions cover. Its fee schedule carries four separate rows at $300 biennially each, firm and individual for the intermediary and firm and individual for the intermediary manager, which is why this site carries two licenses here rather than one. Two more things. Section 31-1802(f) exempts licensed attorneys of the District acting in their professional capacity from the whole section. And 31-1802(g) issues the license in a form only the District uses here, and uses more than once, since 31-1103(d) issues its premium finance company license the same way: "as a Financial Services endorsement to a basic business license" under the District's basic business license system, so the insurance license rides on a general business one. No examination and no course.
