Chapter 18 licenses two trades under one name and the District prices them apart. D.C. Code 31-1802(b) reaches the reinsurance manager, and it is stricter than the broker's subsection: a manager acting for a reinsurer domiciled in the District must be a licensed broker here whatever the location of the office, and so must one who keeps an office in the District at all. Only a manager acting in another state for a nondomestic insurer may rely on another state's substantially similar law. Sections 31-1802(c)(1) and (2) then let the Commissioner require of a manager, and only of a manager, a bond for the protection of the reinsurer and an errors and omissions policy. Section 31-1802(d)(1) is the granting sentence and it is wide: a license issued to a firm authorizes every member and any designated employee, and one issued to a corporation authorizes every officer and any designated employee or director, each named in the application. DISB adds what the statute leaves out. Its producers page puts this authority beside the managing general agent's, requires a producer license underneath, and asks every applicant for a $100,000 bond and $1,000,000 of errors and omissions cover. Its fee schedule carries four separate rows at $300 biennially each, firm and individual for the intermediary and firm and individual for the intermediary manager, which is why this site carries two licenses here rather than one. Two more things. Section 31-1802(f) exempts licensed attorneys of the District acting in their professional capacity from the whole section. And 31-1802(g) issues the license in a form only the District uses here, and uses more than once, since 31-1103(d) issues its premium finance company license the same way: "as a Financial Services endorsement to a basic business license" under the District's basic business license system, so the insurance license rides on a general business one. No examination and no course.

Nothing is sold for it and nothing could be. Chapter 18 sets no examination and no course: what it asks for is a District producer license underneath, and what the Department asks for on top is a $100,000 bond and $1,000,000 of errors and omissions cover.
