    D.C. Code 31-1103(a) forbids anyone to engage in the business of financing insurance premiums in the District without a premium finance company license, and backs it with a misdemeanor conviction in the Superior Court rather than a civil penalty alone. The fee is $150 a year under 31-1103(b), renewable on the first day of May. What is examined is the applicant rather than their knowledge. Section 31-1103(c) has the applicant file sworn answers, subject to the penalties of perjury, to whatever interrogatories the Commissioner requires, and lets the Commissioner demand the identity of every stockholder, partner, officer and employee and refuse the license to a firm if anyone who may materially influence its conduct falls short. No written examination and no course. Section 31-1103(d) issues it as a Financial Services endorsement to a basic business license under the District's basic business license system, which is the same form the reinsurance intermediary license takes.

Nothing is sold for it and nothing could be. Chapter 11 sets no examination and no course for a premium finance company: what it asks for is a fee, sworn answers to the Commissioner's interrogatories and a disclosure of everyone who could influence how the company behaves.
