    • Not being required to hold the license, under Conn. Gen. Stat. 38a-720(11) or 38a-720a, while underwriting, collecting charges or premiums from, or adjusting or settling claims on Connecticut residents in connection with life, annuity or health coverage provided by a self-funded plan other than a governmental or church plan

    Conn. Gen. Stat. 38a-720k is the whole of it and it is one sentence: somebody not required to be licensed as a third-party administrator, who does that work in connection with a self-funded plan that is not a governmental or church plan, "shall register annually with the commissioner not later than October first on a form designated by the commissioner". The Department puts it beside the license on one page, states the rule in its own words, "TPAs must either be licensed or registered with the Department", and prices it at nothing beyond the transaction fee the national registry charges. The list of exemptions from licensure is on the registration form rather than on the page. It is a separate file here because it is a separate instrument with a separate fee, a separate lookup and a separate renewal.

The registration is a filing rather than a qualification. There is nothing taught, nothing examined and no fee beyond the transaction charge, so there is nothing for a school to sell. No national seller offers a Connecticut product for it.
