More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license held in another state.

The Department states the zero in its own words, "No Pre-licensing course is required before taking the Surplus Lines exam", and points a candidate at the vendor's content outline, the statute, the insurance regulations and the service fee regulation instead. The paper is 12-CT-07, one hour, $60, and one of the five Connecticut papers that run an hour. The Department also says, on the resident and the non-resident limb both, that it has no bond requirement for the license, which is worth reading against Conn. Gen. Stat. 38a-795, headed "Bond of applicant".

An equivalent surplus lines broker license in any state
Conn. Gen. Stat. 38a-794 is the granting section and 38a-743 is the reason the license costs more than its fee: a surplus lines broker pays the commissioner four per cent of the gross premiums charged, four times a year, and files a return each time.
