The Department sets out the whole order on its own page: "Successfully complete the 25-hour surety bail bond pre-licensing course", then book the paper with the examination vendor, then apply through NIPR with the certificate of completion uploaded, then sign a Noncriminal Justice Applicant's Privacy Rights disclosure the Department emails only after the application is pending, then be fingerprinted with an agency code the Department will not release before that. The certificate is good for one year from issue. The hours are the Department's figure and not the statute's: Conn. Gen. Stat. 38a-660 carries no hour count anywhere, 38a-660(g) asks only that the applicant appear in person and sit a written examination, and 38a-660(j) lets the commissioner adopt regulations approving bail bond schools. No such regulation is in force. Every section of the Regulations of Connecticut State Agencies under 38a-660, the seven of them headed Bail Bond Producers Application and Renewal, is marked repealed. The paper is 12-CT-13, one hour, $55, and the vendor prints the mark for it separately from every other Connecticut examination: "The passing score required on the Bail Bonds is 80%. The passing score required on all other examinations is 70%."The applicant must also be at least eighteen, a United States citizen, never convicted of a disqualifying offense, and must send a copy of the whole application to the Asset Forfeiture Bureau of the Office of the Chief State's Attorney at the same time as filing it. One cost sits outside all of this and outside the Department's own license type table: Conn. Gen. Stat. 38a-660(k)(1)(A) charges every licensed surety bail bond agent $450 every 31 January to cover the cost of examining their books and records, and not paying it expires the license automatically on 1 February.

A course is required and nobody sells one
Connecticut approves three bail bond courses and no national seller has one of them. The register holds Bail Bond School of CT in Bridgeport, Blackledge Training in Manchester and Tactical Countermeasures Group in New Britain, and two of the three are classroom only, so somebody outside the state cannot sit them. No national seller offers a Connecticut bail product. The register also disagrees with the Department about the length: the Department asks for twenty-five hours and two of the three courses carry twenty-five credits, while Blackledge Training's Bail Bond Pre-License Education Course is registered at seventy.
