A direct written appointment by an insurance company authorized to transact business in Connecticut, filed with the application, under Regs. Conn. State Agencies 38a-799-3(b)(3) and 38a-799-4(b)
and a training program for the company's own staff

A written training program for every employee who will market the cover, kept on file as an outline, description and summary, teaching the terms used in the contracts, the nature and extent of the cover, its conditions and exclusions, that the cover is optional, that it may duplicate cover the renter already has, and that no employee may hold themselves out as a licensed producer, under Regs. Conn. State Agencies 38a-799-5
Conn. Gen. Stat. 38a-799(b) told the commissioner to adopt regulations issuing this permit and the regulations are where the substance is, which is why they are the source here rather than the statute. The four categories a permittee may sell are fixed: personal accident insurance covering travel risks, liability insurance including uninsured and underinsured motorist cover, personal effects insurance, and roadside assistance and emergency sickness protection programs. Nothing else may be offered and nothing may be offered on a rental running longer than sixty consecutive days. The company files a list of every Connecticut rental location where cover will be offered and keeps a list of every employee doing insurance work, with the date each was trained, updated whenever new staff are trained or at the start of each calendar quarter, whichever comes first. No employee may be paid a commission on the premium, though the company may fold insurance sales into an overall performance incentive plan. The regulation misnumbers its own cross-reference in one place, sending a reader to section 38a-799-6 for the training requirement when 38a-799-6 is Advertising and the training is at 38a-799-5, and it cites section 1 of Public Act 99-127 twice rather than the codified section it became.

Connecticut gives no rental car examination and approves no rental car course. The only teaching in the scheme is the training the permit holder has to give its own counter staff under Regs. Conn. State Agencies 38a-799-5, and the person trained is not the person applying, so nothing a school sells could satisfy it. No national seller offers a Connecticut product for it.
