    • Sworn answers to whatever interrogatories the commissioner requires, which Conn. Gen. Stat. 38a-162(c) makes perjury to answer falsely on purpose

    Conn. Gen. Stat. 38a-162(a) is the granting sentence and the penalty in the same breath: financing insurance premiums here without the license is a class A misdemeanor. There is no course, no examination and no continuing education, and the Department answers all three with "Not applicable". The commissioner may require the applicant to disclose every stockholder, partner, officer and employee, and may refuse the license if any of them could materially influence the applicant's conduct such that it would not meet the standards. The license expires on 30 June following issue whenever it was issued, and 38a-162(b) sets $50 at application and $50 at every annual renewal; the Department charges $100 to apply and $50 to renew, so the initial figure on its page is twice the statute's. Three kinds of lender are outside the whole scheme under 38a-160: a Connecticut-licensed insurance company, a bank, savings bank, savings and loan association, credit union or national banking association authorized here, and a charge for insurance folded into an installment sale of a motor vehicle.

Connecticut asks a premium finance company for sworn answers and a disclosure of who owns and runs it rather than for anything taught, and gives no examination for it. No national seller offers a Connecticut product for it.
