An employee or officer of the seller designated in a sworn application as the individual responsible for the seller's compliance with Conn. Gen. Stat. 38a-397, named with a residence address, under 38a-397(b)(3)(A)(i)(I)

The insurer issuing the policy supervises the administration of the seller's portable electronics insurance program, or appoints a supervising entity to do it, under Conn. Gen. Stat. 38a-397(b)(2)(B) and 38a-397(e)(2)
Conn. Gen. Stat. 38a-397(b)(2) is what the license buys: it "shall authorize any employee or authorized representative of such seller to offer or sell portable electronics insurance at each location where the seller engages in portable electronics transactions", and none of them has to be licensed under chapter 701a, provided the seller keeps the license, the insurer or its supervising entity supervises the program, and no employee holds themselves out as a producer. A location includes a website or a call center aimed at Connecticut residents. A seller drawing more than half its revenue from selling this insurance also has to name every shareholder holding ten per cent of any class of its securities and every officer and director. What the section never does is put a training duty on the seller, where Connecticut's rental car regulation and its travel statute both do. The Department requires no designated responsible licensed person for this license type even though it is issued only to business entities, no course, no examination and no continuing education.

Connecticut gives no portable electronics examination and requires no course for the license, and the statute puts no training duty on the seller either, so there is nothing here for a school to sell. No national seller offers a Connecticut product for it.
